The center is located off the coast of Hainan Island, and at its heart it includes a giant underwater cabin weighing about 1,433 tons, equivalent to the weight of approximately a thousand passenger cars. The cabin was installed at a depth of 35 meters, and accommodates 24 server columns with a total capacity of 500 servers.

The system is designed for long-term underwater operation, as ocean water provides natural cooling for the servers, reducing the need for energy used in cooling. It is estimated that underwater data centers can reduce electricity consumption for cooling by between 40% and 90%, which contributes to reducing the carbon footprint and increasing operating efficiency.

It is noteworthy that Microsoft had previously launched a similar experimental project under the name Project Natick, during which it tested 855 servers off the coast of Scotland for two years. Although the experiment was technically successful, the company later admitted its economic feasibility and closed the project in 2024.
